Scratches are rarely the only problem
A scratched print is usually also faded and soft. Restore deliberately leaves those alone: it clears the scratches, dust and creases and hands back the photograph's own tones and detail, which is why a de-scratched result here looks like the original print cleaned up rather than a smoother repainting of it. If the scan is also soft or small, run Enhance on the result afterwards.
Dust, hairs and scanner marks
Specks picked up by a flatbed scanner and hairs on a negative are treated the same way as physical scratches on the print.
